Інтеграція Західних Балкан до Європейського Союзу

Abstract

Кваліфікаційна робота магістра присвячена дослідженню процесів політичної та економічної інтеграції країн Західних Балкан до Європейського Союзу. У роботі розкрито історичну ретроспективу становлення відносин між ЄС та країнами регіону, починаючи від етапу постконфліктної стабілізації до впровадження оновленої методології розширення. Охарактеризовано нормативно-інституційне забезпечення європейської стратегії щодо Західних Балкан та проаналізовано діяльність ключових інституцій ЄС, відповідальних за політику розширення. Досліджено актуальний стан регіону, зосереджено увагу на головних викликах, зокрема міжетнічних конфліктах та проблемах верховенства права, що впливають на динаміку переговорного процесу. Окремо досліджено національні стратегії євроінтеграції країн Західних Балкан, визначено ступінь виконання ними критеріїв членства та оцінено ефективність інструментів передвступної допомоги. Визначено перспективи майбутнього вступу країн регіону до ЄС у контексті нових геополітичних реалій та проаналізовано значення досвіду інтеграції Західних Балкан для формування ефективної євроінтеграційної стратегії України.The master’s thesis is devoted to the study of the political and economic integration processes of the Western Balkan countries into the European Union. The paper reveals the historical retrospective of the development of relations between the EU and the countries of the region, ranging from the post-conflict stabilization stage to the implementation of the revised enlargement methodology. The regulatory and institutional framework of the European strategy towards the Western Balkans is characterized, and the activities of key EU institutions responsible for the enlargement policy are analyzed. The current state of the region is investigated, with a focus on major challenges, particularly interethnic conflicts and rule of law issues, which influence the dynamics of the negotiation process. The national European integration strategies of the Western Balkan countries are separately examined; the degree of their compliance with membership criteria is determined, and the effectiveness of pre-accession assistance instruments is assessed. The prospects for the future accession of the region's countries to the EU in the context of new geopolitical realities are defined, and the significance of the Western Balkans' integration experience for formulating an effective European integration strategy for Ukraine is analyzed.
