Особливості впровадження штучного інтелекту у публічне управління : можливості та виклики для модернізації державних послуг

Abstract

Об'єктом дослідження суспільні відносини, що склалися у процесі інтеграції технологій штучного інтелекту у публічне управління. Предметом дослідження кваліфікаційної роботи є обґрунтування теоретичних засад та розробка практичних рекомендацій щодо впровадження технологій штучного інтелекту у сферу публічного управління в умовах цифрової трансофрмації суспільства. Мета кваліфікаційної роботи полягає в узагальненні теоретико- методологічних засад впровадження штучного інтелекту у публічне управління, оцінці сучасного стану та практичних аспектів використання технологій ШІ та розробці рекомендацій щодо подолання викликів та підвищення ефективності інтеграції цих технологій у систему державних послуг України. Для виконання цієї мети виконано такі завдання: розкрито концептуальні основи розвитку штучного інтелекту та його значення для модернізації публічного управління; проаналізовано сучасний стан впровадження ШІ у державні послуги в Україні та за кордоном; визначено етичні, правові та управлінські виклики, що виникають у процесі інтеграції ШІ; розроблено пропозиції щодо підвищення ефективності застосування ШІ в системі публічного управління.The object of the study is the social relations that have developed in the process of integrating artificial intelligence technologies into public administration. The subject of the qualification work is the justification of theoretical foundations and the development of practical recommendations for the implementation of artificial intelligence technologies in the field of public administration under the conditions of digital transformation of society. The aim of the qualification work is to summarize the theoretical and methodological foundations of artificial intelligence implementation in public administration, assess the current state and practical aspects of AI technology usage, and develop recommendations for overcoming challenges and improving the efficiency of integrating these technologies into Ukraine's public service system. To accomplish this goal, the following tasks have been accomplished: the conceptual foundations of artificial intelligence development and its significance for the modernization of public administration were revealed; the current state of AI implementation in public services in Ukraine and abroad was analyzed; the ethical, legal, and managerial challenges arising in the process of AI integration were identified; proposals were developed to enhance the efficiency of AI application in the public administration system.
