Вплив діджиталізації на міжнародне співробітництво держав Європи і США

Abstract

Робота присвячена дослідженню діджиталізації як чинника політичної трансформації та міжнародного співробітництва в умовах цифрової епохи. Об’єктом дослідження є діджиталізація як глобальний процес, що охоплює впровадження цифрових технологій у політичні, економічні та соціальні сфери сучасного суспільства. Предметом дослідження виступає вплив діджиталізації на процеси політичної трансформації, зокрема реформування систем управління та форм політичної взаємодії, а також на розвиток міжнародного співробітництва у контексті цифрової інтеграції. У роботі висвітлено теоретичні засади діджиталізації, її категоріальний апарат та етапи еволюції – від оцифрування до цифрової трансформації. Визначено ключові соціально-економічні та політичні передумови цифрових змін, а також їхній вплив на структуру сучасного управління. Проаналізовано, як діджиталізація змінює політичні процеси, сприяє прозорості урядування, залученню громадян до прийняття рішень та боротьбі з корупцією. Особливу увагу приділено аналізу стратегій цифрового розвитку країн Європейського Союзу та США, включно з цифровим урядуванням, захистом даних, кібербезпекою та цифровою дипломатією. Також розглянуто досвід України у впровадженні цифрових технологій – зокрема, нормативну базу та приклад застосунку «Дія» як елементу цифрової держави. Визначено ключові перспективи та виклики цифрової трансформації, серед яких — розвиток інфраструктури, подолання цифрової нерівності, безпека даних і регуляторні аспекти. Результати дослідження свідчать, що діджиталізація є важливим інструментом модернізації політичних систем і чинником формування нових моделей міжнародної взаємодії. Її ефективне впровадження потребує стратегічного планування, міжнародної координації та правового забезпечення.

The paper examines digitalisation as a catalyst for political transformation and international cooperation in the digital era. The object of the study is digitalisation as a global process encompassing the implementation of digital technologies in the political, economic, and social spheres of modern society. The subject of the research is the impact of digitalisation on political transformation processes, particularly the reform of governance systems and forms of political interaction, as well as the development of international cooperation in the context of digital integration. The study presents the theoretical foundations of digitalisation, its conceptual framework, and stages of evolution – from digitisation to full digital transformation. It identifies the key socio-economic and political preconditions of digital change and their influence on the structure of modern governance. The thesis analyses how digitalisation transforms political processes, enhances government transparency, facilitates citizen engagement in decision-making, and contributes to combating corruption. Special attention is given to the analysis of digital development strategies in the European Union and the United States, including digital governance, data protection, cybersecurity, and digital diplomacy. The work also examines Ukraine’s experience in implementing digital technologies, particularly the legal framework and the case of the “Diia” application as an element of a digital state. Key prospects and challenges of digital transformation are outlined, including infrastructure development, bridging the digital divide, data security, and regulatory issues. The research concludes that digitalisation is a vital tool for the modernisation of political systems and a key factor in shaping new models of international interaction. Its effective implementation requires strategic planning, global coordination, and robust legal regulation.
