Сталий розвиток та циркулярна економіка: порівняння концепцій

Abstract

У статті здійснено порівняння двох концепцій - сталого розвитку та циркулярної економіки для встановлення розбіжностей та взаємозв’язків між ними. Проведений аналіз наукових публікацій дозволив систематизувати та логічно ув’язати хронологію суджень щодо тлумачення терміну «циркулярна економіка» як окремо, так і в контексті сталості. Визначено та систематизовано екологічні обмеження, технологічні та культурні бар’єри використання принципів циркулярної економіки. Наведено перелік рис концепцій, що підтверджують їх часткову контекстну подібність. Проаналізовані існуючі в науковій літературі відмінності є підтвердженням багатоконтекстності сталого розвитку та його широкої інституціоналізації, натомість операціоналізація циркулярної економіки надає чіткі напрями її реалізації. The article compares two the concept of sustainable development and the circular economy to establish differences and relationships between them. The analysis of scientific publications allowed to systematize and follow the chronology of judgments on the interpretation of the term "circular economy" in the context of sustainability and separately. Environmental constraints, technological and cultural barriers to the use of circular economy principles have been identified and systematized. A list of similar features of the concepts, which confirms their partial contextual similarity, is suggested. Based on the results of comparing the conceptual foundations of sustainable development and the circular economy, we have found that the circular economy is one of the operational concepts of sustainable business 2.0, the catalyst for the reconstruction of management methods and the most powerful base for sustainability. The concept of circular economy was suggested mainly by practitioners and could enable business community to consider principles of sustainable development. Based on relevant academic researches, we consider the circular economy as a recovery system, where the use of primary sources, wastes and energy sources is minimized through the narrowing material and energy flows with regard to the culture of sustainable consumption. Low prices for primary resources are the reason for the further development of linear products that result in a lack of awareness and consumer interest in the products of the circular economy, as the latter require significant funding. Thus, we consider sustainability as the achievement of system balance level of economic indicators, social inclusion and care for the environment for the benefit of present and future generations. The differences in the scientific literature confirm the multi-context of sustainable development and its broad institutionalization, while the operationalization of the circular economy provides directions for its implementation.
