The dissertation is devoted to the development of information technology supporting the adoption of personnel decisions for higher educational institutions of Ukraine as a set of models and methods for automating the selection process for the preparation of teachers and their support in the process of formation and professional activities. As a result of the analysis of the state of the higher education management system in Ukraine, it was concluded that it does not fully meet the current requirements, especially at the level of individual universities (where the management is carried out in «manual» mode). In them, basically, an authoritarian, rigidly regulated organization of the learning process is realized, when the relationship between the teacher and subject of learning is based on the principles of domination and subordination. Such a system inhibits the implementation of the so-called pedagogy of cooperation, in which the subject of learning is also recognized as the subject of the learning process, and the implementation of new learning concepts that implement continuity, informatization and individualization as the main promising directions of the development of the education system in Ukraine. In addition, modern teaching concepts increase the requirements for the main subject of the teaching process – the teacher, who need new approaches to the professional selection of candidates.
