Трансформація зовнішньої політики Європейського Союзу в умовах російсько-української війни

Abstract

Кваліфікаційна робота магістра присвячена комплексному дослідженню трансформації зовнішньої політики Європейського Союзу в умовах, спричинених повномасштабним вторгненням Росії в Україну та зміною безпекової архітектури континенту. Визначено теоретичні засади формування зовнішньої політики ЄС, охарактеризовано її сутність та цілі (м'яка та нормативна сила) у контексті сучасних міжнародних відносин, а також обґрунтовано, що стратегічна автономія стає ключовим концептом європейської зовнішньополітичної ідентичності. Окрему увагу приділено аналізу нормативних та інституційних основ реалізації Спільної зовнішньої та безпекової політики (СЗБП). Розглянуто роль ключових інституцій (Європейська Рада, Високий представник, Європейська служба зовнішніх дій) у процесі ухвалення рішень, а також проаналізовано динаміку ухвалення санкційних пакетів та застосування Європейського механізму миру (EPF). Охарактеризовано сучасні доктрини та стратегії ЄС, зокрема «Стратегічний компас» (2022 р.), як відповідь на агресію, що демонструє перехід Союзу до «комплексної сили». Розглянуто стратегічні напрями трансформації зовнішньої політики ЄС у глобальному середовищі, включно з посиленням оборонної спроможності, енергетичної безпеки та протидією дезінформації. З’ясовано вплив російсько-української війни на трансформацію позицій провідних держав- членів (Німеччина, Франція) та їхній внесок у формування нових зовнішньополітичних векторів. Окреслено перспективи інтеграції України та формування нової архітектури безпеки на континенті, підкресливши роль українського кейсу як центрального фактора цієї трансформації.The Master's Thesis is devoted to a comprehensive study of the transformation of the European Union's foreign policy in the modern conditions caused by Russia's full-scale invasion of Ukraine and the changing security architecture of the continent. The theoretical foundations for the formation of EU foreign policy are defined, its essence and goals (soft power, normative power) in the context of contemporary international relations are characterized, and it is substantiated that strategic autonomy is becoming a key concept of the European foreign policy identity. Particular attention is paid to the analysis of the normative and institutional foundations for the implementation of the Common Foreign and Security Policy (CFSP). The role of key institutions (European Council, High Representative, European External Action Service) in the decision-making process is considered, and the dynamics of sanctions packages adoption and the use of the European Peace Facility (EPF) are analyzed. Contemporary doctrines and strategies of the EU, particularly the "Strategic Compass" (2022), are characterized as a response to aggression, demonstrating the Union's transition to "comprehensive power." The strategic directions of the transformation of EU foreign policy in the global environment are examined, including the strengthening of defense capabilities, energy security, and counteracting disinformation. The influence of the Russian- Ukrainian war on the transformation of the positions of leading member states (Germany, France) and their contribution to the formation of new foreign policy vectors are clarified. The prospects for Ukraine's integration and the formation of a new security architecture on the continent are outlined, emphasizing the role of the Ukrainian case as a central factor in this transformation.
