Цифрова дипломатія Німеччини як інструмент формування інформаційної безпеки

Abstract

У першому розділі представлено теоретичні засади цифрової дипломатії та інформаційної безпеки. Розглянуто поняття та еволюцію цифрової дипломатії, функціональне призначення цифрових інструментів у зовнішній політиці, ключові теоретичні підходи до аналізу цифрової дипломатії як чинника інформаційної безпеки. Окрему увагу приділено трактуванню інформаційної безпеки у міжнародних відносинах, структурі інформаційних загроз, трансформації глобального інформаційного простору та ролі держав у забезпеченні стійкості цифрових комунікацій. У другому розділі досліджено стратегію та інституційне забезпечення цифрової дипломатії Німеччини. Проаналізовано формування цифрової дипломатії, компетенції Федерального міністерства закордонних справ та спеціалізованих установ, а також інструменти цифрової комунікації, що застосовуються для протидії дезінформації, забезпечення захисту персональних даних і формування позитивного міжнародного іміджу. Оцінено взаємодію державних структур з міжнародними організаціями у сфері кібербезпеки та цифрової політики. У третьому розділі окреслено можливості використання німецького досвіду для України. Визначено шляхи адаптації цифрових механізмів для посилення української інформаційної стійкості, розширення стратегічних комунікацій, протидії дезінформаційним кампаніям та підвищення рівня кіберзахисту державних структур. Сформульовано рекомендації щодо гармонізації української цифрової політики із європейськими стандартами інформаційної безпеки та вдосконалення міжвідомчої координації у сфері цифрової дипломатії.The first section presents the theoretical foundations of digital diplomacy and information security. It examines the concept and evolution of digital diplomacy, the functional purpose of digital tools in foreign policy, and key theoretical approaches to analysing digital diplomacy as a factor of information security. Special attention is paid to interpreting information security in international relations, the structure of information threats, the transformation of the global information space, and the role of states in ensuring the resilience of digital communications. The second section examines the strategy and institutional framework of Germany’s digital diplomacy. It analyses the development of digital diplomacy, the competences of the Federal Foreign Office and specialised agencies, as well as digital communication tools used to counter disinformation, protect personal data, and build a positive international image. Interaction between state institutions and international organisations in the field of cybersecurity and digital policy is assessed. The third section outlines the possibilities of applying the German experience in Ukraine. It identifies ways to adapt digital mechanisms to strengthen Ukrainian information resilience, expand strategic communications, counter disinformation campaigns, and increase the level of cybersecurity of state structures. Recommendations are formulated regarding the harmonisation of Ukrainian digital policy with European information security standards and the improvement of interagency coordination in the field of digital diplomacy.
