Документ International Tourism as a Neoliberal Practice of Chinese Influence in the Western Balkans(Institute of International Relations, Taras Shevchenko National University of Kyiv, 2021) Parfinenko, Anatoliy; Парфіненко, Анатолій ЮрійовичThe article reveals China's geostrategic interests in the Western Balkans. The paper highlights the main directions of Beijing's political and economic cooperation with the countries of the region, the impact of these processes on the foreign policy orientations of the Balkan countries. The focus is on assessing the international political potential of Chinese outbound tourism as a tool for neoliberal influence on the host destinations of the Western Balkans. The work consists of three interrelated parts. The first part, within the neoliberal paradigm, reveals the understanding of tourism as a factor of international political interaction and the establishment of "complex interdependence". For China, which generates the largest outbound tourist flow, these human communications provide the possibility of indirect influence on host destinations through the created economic dependence and the approval of "official tourist destinations." The second part of the study highlights the Chinese approach to the Western Balkans. It is motivated by the implementation of a large-scale project of the New Silk Road "Belt and Road Initiative", designed to create a cross-border transport and logistics network to accelerate the delivery of Chinese goods to European markets. In the context of this project, the countries of the Western Balkans have become a geographical "entry point" for both land and sea corridors of the new Silk Road, which connect the markets of Europe and Asia. The third part of the publication shows that China's international political and investment activity in the Western Balkans is based on a network of transnational social ties created under the auspices of the state. An appropriate place among them is given to tourist flows from China, whose communication strategies influence emotional and commercial involvement, as well as a positive perception of China in the region. It has been concluded that the intensification of tourist contacts and the related liberalization of mobility regimes serve as an important factor in strengthening the complex asymmetric interdependence of the Balkans with China. The focus is on revealing ideological foundations of the foreign policy doctrine of Russian revisionism. The historical and political conditions of formation and the main parameters of modern Russian revisionism – geopolitical, spiritual-moral, historical-mythological – have been clarified and are considered against the background of Russia's historical aspiration for hegemony in Eurasia. The research is based on content analysis of public speeches and publications of Russian statesmen, ideologists and supporters of the Putin regime, which allows to determine the ideological basis of the revisionist course of the Kremlin, to establish declared and hidden motives of Russian aggression against Ukraine and the liberal international order. It is argued that the Russian invasion of Ukraine is an integral part of the strategy of building a multipolar world order, which involves establishing Russia as a civilizational pole, where the Kremlin projects power within the Russian sphere of influence. The modern strategic models of development of the world tourism industry are set aside and analytically substantiated. An algorithmic model of selecting the best strategy for travel companies has been created, taking into account the factor of strengthening international strategic positions. The methodological structure of the study will be based on empirical studies showing that political and socio-economic instability ambiguously influences the trends of world tourism development. In the current conditions of informatization, globalization of economy, hypercompetition it becomes obvious that an important factor of operation of tourism system is its provision with adequate model of development. We define strategic management as one of the leading approaches to management in the context of universal dynamism, unpredictability and volatility of the business environment. The application of the concept of strategic management in the sphere of world tourism should only take into account the specific activity of the tourist company, interests of consumers of tourist services, existing conditions of competition and principles of sustainable development. The debate that has arisen in this regard among politicians and think tanks is the focus of this publication. The purpose of the study is to identify the transformations in the liberal policy of freedom of tourist mobility that took place during the Russian invasion of Ukraine. The methodological basis of the study is the theory of neoliberalism, public diplomacy and “soft power”. The methods of political analysis of phenomena and processes have been used. The hypothesis of the study is that the basic condition for political decision-making on visa restrictions for Russian citizens should be awareness of the ideological conflict between the mutually exclusive opposites of tourism as a positive force for peace and development and terror, the apology of which is embraced by a large part of Russian society. The paper analyzes international tourist flows in Ukraine, their dynamics and spatial structure during 2000–2017 in particular, in the context of military-political aggression on the part of Russia and intensification of Ukrainian-Russian intergovernmental relations. It has been established that the current dynamics of the international tourist flow in Ukraine is characterized by a sharp decrease in the volume of international visitors, a decrease in the rates of development of tourism activity and the reformatting of the spatial structure of the inbound and outbound tourist flow. The question arises as to the expediency of tourism development during the military-political сonfrontation. The experience of holding Eurovision–2017 in Ukraine, which took place against the backdrop of the anti-terrorist operation, is highlighted. The conclusion is drawn about the constructive role of tourism as a factor of «soft power» that can influence the informing of the world about the «Ukrainian issue». In this sense, international tourist flows acted as channels of public diplomacy, reflecting the true situation in Ukraine, which is fundamentally different from the Russian mass media. Attention is drawn to the intensification of domestic tourism in Ukraine, taking place against the backdrop of deteriorating key indicators of economic and social development. It is argued that the growth of the weight of domestic tourism was also possible due to the growth of patriotic sentiment in Ukrainian society. In a sense, the development of domestic tourism is seen as a continuation of the struggle of the Ukrainian people for their independence and territorial integrity. Consequently, the constructive role of tourism lies not only in the presentation of the country to the world community, but also in the construction of a national identity within the country. Росія виступає сьогодні безпосередньою загрозою міжнародній системі, разом з іншими ревізіоністськими державами, Китаєм, Іраном, КНДР, вона прагне сформувати світ, протилежний демократичним цінностям. В умовах розгортання конвенційної війни проти України, Кремль життєво зацікавлений відвернуту увагу Заходу від підтримки України. Тому спроби дестабілізації безпекової ситуації, створення нових «гарячих точок» стали наріжнем каменем гібридного впливу Росії. Одним з таких регіонів є Західні Балкани. Гібридний вплив Кремля на Західних Балканах має на меті як мінімум наступні цілі: утвердження Росії як «великої держави», з якою мають «рахуватися» західні партнери; збереження невирішених територіальних конфліктів, які завжди можна використати у протистоянні з Заходом; перешкоджання євроатлантичній інтеграції та ін. Робиться висновок, що російсько-українська війна не тільки вплинула на зростання проросійських настроїв в Західних Балканах, але й насправді знизила потенційну спроможність Кремля виступати арбітром у вирішення балканських справ. Війна в Україні активізувала євроатлантичну інтеграцію не тільки в країнах Східного партнерства, а й у Західних Балкан.
