Особливості митного оформлення автотранспорту, який перетинає кордон України

Abstract

Кваліфікаційна робота бакалавра присвячена дослідженню особливостей митного оформлення автотранспорту, який перетинає кордон України. Автор з'ясовує специфіку застосування різних митних режимів щодо автотранспорту, а також митних документів, які спрощують процес проходження кордону. Особливу увагу приділено розробці практичних алгоритмів митного оформлення для декларантів. У роботі ідентифіковано ключові проблеми в процесі митного оформлення автотранспорту та запропоновано перспективи щодо вдосконалення митних процедур, зокрема повна імплементація європейського митного законодавства. У першому розділі роботи розглядаються теоретичні засади митного оформлення автотранспорту, його правове регулювання українськими нормативно-правовими актами та міжнародними документами, а також особливості митних режимів, що застосовуються до транспортних засобів. У другому розділі проаналізовано сучасний стан митного оформлення автотранспорту в Україні, специфіку оформлення в різних митних режимах, виявлено основні бар'єри та запропоновано шляхи вдосконалення митних процедур.The bachelor's thesis is devoted to the study of the peculiarities of customs clearance of vehicles crossing the border of Ukraine. The author finds out the specifics of the application of various customs regimes for motor vehicles, as well as customs documents that simplify the process of crossing the border. Particular attention is paid to the development of practical algorithms for customs clearance for declarants. The paper identifies key problems in the process of customs clearance of motor vehicles and offers prospects for improving customs procedures, including full implementation of European customs legislation. The first section of the paper discusses the theoretical foundations of customs clearance of motor vehicles, its legal regulation by Ukrainian regulations and international documents, as well as the specifics of customs regimes applicable to vehicles. The second section analyses the current state of customs clearance of motor vehicles in Ukraine, the specifics of clearance under various customs regimes, identifies the main barriers and suggests ways to improve customs procedures.
