Abstract

On the basis of examination decisions on expediency and financing volume are made. Procedures of an estimation of projects, legal registration of agreements and contracts, and also forms and a quality monitoring behind their execution operate in all countries with the developed market economy. The great attention is given to terms of carrying out of examinations, coordination, duration of the period from giving of demands and offers before opening of financing or granting of privileges and grants. A quality monitoring behind a course of realization of projects, use of means on a special- purpose designation is improved, the number of indispensable conditions to which there should correspond the project increases.
