Анотація
У дисертаційному дослідженні здійснено системний аналіз теоретичних засад розвитку інфраструктури великих міст у системі сталого регіонального розвитку. Встановлено, що еволюція концептуальних підходів охоплює кілька етапів – від класичних теорій центральних місць і розміщення виробництва через концепцію полюсів зростання та теорію ендогенного розвитку до сучасної парадигми сталого розвитку. Обґрунтовано функціональне визначення великого міста як урбанізованого центру, що виступає регіональним полюсом економічної активності незалежно від формального показника чисельності населення. Розкрито регіональний вплив інфраструктури великих міст через два взаємопов’язані виміри: функціональний, що охоплює п’ять механізмів впливу – прямого економічного ефекту, підвищення продуктивності та конкурентоспроможності, розвитку ринку праці та людського капіталу, забезпечення соціальної згуртованості та рівності, екологічного впливу, – та просторовий, що охоплює чотири типи ефектів – доступності, агломерації, поляризації та дифузії. Доведено, що ефекти поляризації і дифузії можуть діяти одночасно і різноспрямовано, а без цілеспрямованої управлінської політики посилення дифузійних ефектів розвиток інфраструктури великих міст ризикує поглиблювати нерівність між центром і периферією регіону.
The dissertation provides a systematic analysis of the theoretical foundations 7 of large cities’ infrastructure development within the system of sustainable regional development. It has been established that the evolution of conceptual approaches encompasses several stages – from classical central place theory and location theory through the growth poles concept and endogenous development theory to the modern sustainable development paradigm. A functional definition of a large city has been substantiated as an urbanized center serving as a regional pole of economic activity, regardless of formal population size indicators. The regional impact of large cities’ infrastructure has been revealed through two interrelated dimensions: the functional dimension, encompassing five impact mechanisms – direct economic effect, productivity and competitiveness enhancement, labor market and human capital development, social cohesion and equality, and ecological impact – and the spatial dimension, encompassing four types of effects – accessibility, agglomeration, polarization, and diffusion. It has been proven that polarization and diffusion effects can operate simultaneously and in opposing directions, and that without targeted management policies strengthening diffusion effects, large cities’ infrastructure development risks deepening the inequality between the center and periphery of the region.
