Формування та реалізація публічної політики захисту прав дітей в Україні

Abstract

В дисертації обґрунтовано теоретичні основи і розроблено практичні рекомендацій з удосконалення системи публічного управління захистом прав дітей в України. Запропоновано вдосконалити інституційний механізм публічної політики захисту прав дітей шляхом створення інституції спеціалізованого «Омбудсмена у справах дітей» або «Дитячого омбудсмена», котрий має стати незалежним елементом системи нагляду за дотриманням прав дитини, матиме як дорадчі, так і контрольні функції, що відмінні від чинних на сьогодні механізмів державного захисту.The dissertation substantiates the theoretical foundations and develops practical recommendations fоr improving the system of public administration for the protection of children's rights in Ukraine. It is proposed to improve the institutional mechanism of public policy for the protection of children's rights by creating a specialized institution of “Ombudsman for Children's Rights” or “Children's Ombudsman”, which should become an independent element of the system for monitoring the observance of children's rights and have both advisory and control functions that differ from the current mechanisms of state protection.
