Анотація
У кваліфікаційній магістерській роботі досліджено стан і перспективи розвитку цифрових фінансових послуг в Україні в умовах відновлення та євроінтеграції. Уточнено зміст поняття «цифрові фінансові послуги» як екосистеми продуктів, платформ і інфраструктур банківського, небанківського та фінтех-секторів, що забезпечують дистанційну фінансову взаємодію між домогосподарствами, бізнесом і державою. Запропоновано класифікацію цифрових послуг за функціональними блоками, технологічними підходами та рівнем регуляторної взаємодії, що дає змогу виокремити напрями зростання, потенціал масштабування й ключові групи ризиків для фінансової стабільності та споживачів. Методологія дослідження базується на системному підході, статистичному й порівняльному аналізі даних НБУ та міжнародних організацій. Проаналізовано динаміку безготівкових і миттєвих платежів, розвиток дистанційних каналів обслуговування, мобільного й інтернет-банкінгу, становлення відкритого банкінгу та цифрових екосистем, включно з government-as-a-platform. Показано, що повномасштабна війна одночасно прискорила цифровізацію роздрібних платежів і державних сервісів та загострила проблеми кіберзагроз, цифрової нерівності, захисту даних і стійкості платіжної інфраструктури та критичних фінансових сервісів. На основі порівняння з ЄС, США та окремими азійськими ринками сформовано бенчмарки для оцінювання рівня інклюзії, інноваційності й регуляторної зрілості цифрових фінансових послуг в Україні. Запропоновано візію розвитку до 2030 року та комплекс рекомендацій для НБУ, органів державної влади й учасників ринку щодо переходу до data-driven регулювання, посилення кіберстійкості, розширення фінансової включеності населення, підвищення довіри споживачів, інтеграції ESG-параметрів і використання цифрових фінансових інструментів як драйвера сталого економічного зростання.
The master’s qualification thesis examines the current state and prospects for the development of digital financial services in Ukraine under conditions of post-war recovery and European integration. The concept of “digital financial services” is clarified as an ecosystem of products, platforms and infrastructures of the banking, non-banking and fintech sectors that enable remote financial interaction between households, businesses and the state. A classification of digital services is proposed by functional blocks, technological approaches and the level of regulatory interaction, which makes it possible to identify growth areas, scaling potential and key groups of risks for financial stability and consumers. The research methodology is based on a systemic approach and on statistical and comparative analysis of data from the National Bank of Ukraine and international organisations. The thesis analyses the dynamics of cashless and instant payments, the development of remote service channels, mobile and Internet banking, as well as the emergence of open banking and digital ecosystems, including government-as-a platform solutions. It is shown that the full-scale war has simultaneously accelerated the digitalisation of retail payments and public services and exacerbated problems of cyber threats, digital inequality, data protection, and the resilience of payment infrastructure and critical financial services. Based on comparison with the EU, the United States and selected Asian markets, benchmarks are developed to assess the level of inclusion, innovativeness and regulatory maturity of digital financial services in Ukraine. The thesis proposes a vision of development up to 2030 and a set of recommendations for the National Bank of Ukraine, public authorities and market participants regarding the transition to data driven regulation, strengthening cyber-resilience, expanding financial inclusion of the population, increasing consumer trust, integrating ESG parameters, and using digital financial instruments as a driver of sustainable economic growth.
