Механізми підвищення якості надання послуг у сфері культури в умовах децентралізації в Україні

Abstract

У дисертаційному дослідженні вирішено комплексне наукове завдання, що полягає в теоретичному обґрунтуванні та практичному удосконаленні механізмів підвищення якості надання культурних послуг у контексті процесів децентралізації влади в Україні. Проведено системний аналіз теоретико-методологічних основ, нормативно-правового забезпечення, європейського досвіду та сучасного стану сфери культури, що дозволило виокремити ключові чинники, які визначають ефективність реалізації державної культурної політики на рівні територіальних громад. … У результаті виконання поставлених завдань визначено систему критеріїв оцінювання та стандарти якості культурних послуг, що забезпечують ефективне функціонування культурної сфери територіальних громад, а також розроблено та науково обґрунтовано структурно-логічну модель сучасного закладу культури як центру соціокультурної взаємодії, орієнтовану на підвищення якості надання культурних послуг на місцевому рівні шляхом удосконалення організаційно функціональної структури, запровадження механізмів управління якістю, розвитку партнерських зв’язків і впровадження інноваційних, цифрових та проєктних підходів у діяльність культурних інституцій. … Результати дослідження мають теоретичне та прикладне значення для вдосконалення культурної політики на державному та місцевому рівнях, підвищення якості послуг і розбудови спроможних територіальних громад в умовах соціальних трансформацій та кризових ситуацій.The dissertation research solves a complex scientific problem, which consists in the theoretical substantiation and practical improvement of mechanisms for improving the quality of cultural services in the context of the processes of decentralization of power in Ukraine. A systematic analysis of theoretical and methodological foundations, regulatory and legal support, European experience, and the current state of the cultural sphere was conducted, which allowed us to identify key factors that determine the effectiveness of the implementation of state cultural policy at the level of territorial communities. … As a result of the implementation of the tasks set, a system of evaluation criteria and quality standards for cultural services was determined, ensuring the effective functioning of the cultural sphere of territorial communities, and also developed and scientifically substantiated a structural and logical model of a modern cultural institution as a center of socio-cultural interaction, focused on improving the quality of cultural services at the local level, by improving the organizational and functional structure, introducing quality management mechanisms, developing partnerships, and implementing innovative, digital, and project approaches in the activities of cultural institutions. … The results of the study have theoretical and applied significance for improving cultural policy at the state and local levels, improving the quality of services, and building capable territorial communities in conditions of social transformations and crisis situations.
