Сучасні тренди монетарної політики України

Abstract

Роботу присвячено комплексному дослідженню теоретичних засад, сучасних механізмів та практичних аспектів реалізації монетарної політики України. Мета роботи полягає у дослідженні сучасних трендів монетарної політики, аналізу її інструментів, особливо в теперішній воєнний час, та розробці власних рекомендацій щодо покращення монетарного регулювання в Україні. Основна увага приділена виявленню ключових трендів розвитку монетарного регулювання в умовах війни, підвищеної макроекономічної нестабільності та цифрової трансформації фінансової системи. У дослідженні окреслено сутність, принципи функціонування та еволюцію монетарної політики, простежено трансформацію підходів НБУ від перших етапів становлення монетарної системи до сучасної моделі гнучкого інфляційного таргетування. Детально висвітлено інструменти монетарної політики, їх дію в кризових умовах та особливості застосування у воєнний період, коли традиційні канали трансмісії працюють з обмеженнями. У роботі проаналізовано міжнародний досвід монетарного управління таких країн як: Нова Зеландія, Польща, Велика Британія та визначено можливості його адаптації в Україні з урахуванням сучасних викликів. Окремо досліджено вплив монетарних рішень НБУ на реальний сектор економіки, роль процентної ставки у формуванні Були запропоновані практичні рекомендації щодо вдосконалення монетарного регулювання в Україні: посилення ролі процентного каналу трансмісії та удосконалення валютної політики. Сформовано можливі сценарії розвитку монетарної політики в період, коли війна закінчиться, із визначенням умов, необхідних для повернення до класичної моделі інфляційного таргетування та забезпечення сталого економічного зростання.

The thesis is devoted to a comprehensive study of the theoretical foundations, modern mechanisms, and practical aspects of the implementation of Ukraine’s monetary policy. The purpose of the research is to examine current trends in monetary policy, analyze its instruments—especially in the context of wartime conditions—and develop recommendations aimed at improving monetary regulation in Ukraine. The study focuses on identifying key trends in the development of monetary regulation under conditions of war, increased macroeconomic instability, and the digital transformation of the financial system. It outlines the essence, operational principles, and evolution of monetary policy, and traces the transformation of the National Bank of Ukraine’s approaches—from the early stages of forming the monetary system to the contemporary model of flexible inflation targeting. Special attention is given to the instruments of monetary policy, their functioning under crisis conditions, and the specifics of their application during wartime, when traditional transmission channels operate with significant constraints. The thesis analyzes the international experience of monetary policy implementation in countries such as New Zealand, Poland, and the United Kingdom, and identifies opportunities for its adaptation in Ukraine, taking into account current challenges. The influence of the NBU’s monetary decisions on the real sector of the economy and the role of the interest rate in shaping macroeconomic dynamics are also examined. The research offers practical recommendations for improving monetary regulation in Ukraine, including strengthening the interest rate transmission channel and enhancing exchange rate policy. Possible scenarios for the development of monetary policy after the end of the war are outlined, along with the conditions necessary for returning to the classical model of inflation targeting and ensuring sustainable economic growth.
