Механізми публічного управління розвитком дорожнього господарства України

Abstract

У дисертації обґрунтовано теоретичні засади та розроблені практичні рекомендації щодо вдосконалення механізмів публічного управління розвитком дорожнього господарства України. Розроблено комплексну організаційно-функціональну модель механізму публічного управління розвитком дорожнього господарства, яка базується на концепції «Ери цифрового врядування» (Digital Era Governance – DEG) та передбачає чітке функціональне розмежування стратегічних (Міністерство розвитку громад та територій України) та операційних (Державне агентство відновлення та розвитку інфраструктури України) повноважень, трансформацію обласних адміністрацій у координаційні «бек-офіси» та інтеграцію даних Єдиної геоінформаційної системи управління активами (Road Asset Management System – RAMS) як безальтернативного джерела планування, що дозволяє перейти від ручного адміністрування до управління на основі даних (Data-Driven Decision Making) та забезпечити інституційну стійкість галузі в умовах відновлення.The dissertation substantiates the theoretical foundations and develops practical recommendations for improving the mechanisms of public administration for the development of the road sector of Ukraine. A comprehensive organizational and functional model of the public administration mechanism for road sector development has been developed. It is based on the «Digital Era Governance» (DEG) concept and provides for a clear functional separation of strategic powers (Ministry for Communities and Territories Development of Ukraine) and operational powers (State Agency for Restoration and Development of Infrastructure of Ukraine), the transformation of regional administrations into coordination «back-offices» and the integration of data from the Unified Geoinformation Road Asset Management System (RAMS) as the sole source for planning. This allows for a transition from manual administration to Data-Driven Decision Making and ensures the institutional resilience of the sector under recovery conditions.
