Анотація
Кваліфікаційна робота присвячена комплексному дослідженню впливу податкової політики України на розвиток малого, середнього та великого бізнесу в умовах воєнних викликів, бюджетних обмежень і стратегічного курсу на європейську інтеграцію. У роботі обґрунтовано актуальність теми, що зумовлена необхідністю забезпечення стабільності державних фінансів та одночасного створення сприятливих умов для підприємницької діяльності. Окрему увагу приділено проблемам податкової мінливості, нерівномірності податкового навантаження та потребі адаптації системи оподаткування до стандартів ЄС і ОЕСР. У дослідженні розкрито теоретичні засади податкової політики, зокрема її фіскальну, регуляторну та стимулюючу функції, а також вплив податкових інструментів на економічну поведінку суб’єктів господарювання. Проаналізовано еволюцію податкового законодавства у 2015–2025 рр., що включає цифровізацію податкового адміністрування, запровадження електронних сервісів, ризик-орієнтованого податкового аудиту, механізмів BEPS та правил щодо контрольованих іноземних компаній. Окремо досліджено особливості функціонування спрощеної системи оподаткування та її роль у підтримці МСП. Ідентифіковано ключові проблеми розвитку підприємництва в Україні: нестабільність податкових норм і часті зміни законодавства, неоднозначність і суперечливість тлумачень положень Податкового кодексу, дисбаланс податкового навантаження між різними групами платників, складність ПДВ процедур для експортерів, а також високі витрати бізнесу на податковий комплаєнс та цифрову адаптацію. Проведений у роботі аналіз впливу податкових реформ підтвердив, що попри окремі позитивні ефекти, система потребує структурної модернізації та підвищення прогнозованості. У межах дослідження розроблено комплекс напрямів удосконалення податкової політики України. Запропоновано упровадження податкового прогнозування та офіційного календаря змін, створення механізмів гарантованого тлумачення норм для усунення правової невизначеності, модернізацію ПДВ-адміністрування для експортерів, а також інструменти підтримки реінвестування, інноваційної діяльності та цифрової трансформації бізнесу. Обґрунтовано потребу в адаптації податкових стимулів до вимог acquis ЄС, включно з правилами державної допомоги, стандартами прозорості та принципом податкової нейтральності. Окремий акцент зроблено на підтримці МСП та відновленні підприємництва в регіонах, що постраждали від війни. Практичне значення роботи полягає у можливості використання отриманих результатів державними органами для формування середньострокової податкової стратегії, оптимізації адміністрування, розроблення інструментів підтримки інвестицій та інновацій. Запропоновані рекомендації спрямовані на підвищення ефективності податкової системи, зміцнення фінансової стійкості та створення сприятливих умов для відновлення та динамічного розвитку бізнесу в Україні.
The qualification thesis is devoted to a comprehensive study of the impact of Ukraine’s tax policy on the development of small, medium, and large businesses under the conditions of wartime challenges, fiscal constraints, and the country’s strategic course towards European integration. The relevance of the research is substantiated by the growing volatility of tax legislation, the uneven distribution of the tax burden among different groups of taxpayers, and the urgent need to align the national tax system with EU and OECD standards. The thesis outlines the theoretical foundations of tax policy, including its fiscal, regulatory, and stimulating functions, and examines their influence on the economic behaviour of enterprises. The evolution of Ukraine’s tax legislation in 2015–2025 is analysed, with special attention to the digitalisation of tax administration, the introduction of electronic services, the implementation of risk based tax audits, the adaptation of corporate taxation to BEPS requirements, and the functioning of the simplified taxation regime for SMEs. The study identifies major challenges affecting the business environment, such as instability of tax norms, inconsistent interpretation of the Tax Code, structural imbalances in the tax burden between SMEs and large enterprises, complexity of VAT procedures for exporters, and high compliance and digital adaptation costs. The research proposes a comprehensive framework for improving Ukraine’s tax policy. Key recommendations include the introduction of tax forecasting and an official calendar of legislative changes, the establishment of mechanisms for guaranteed interpretation of tax norms, the modernisation of VAT administration for exporters, and the implementation of instruments to support reinvestment, innovation, and digital transformation. The thesis also substantiates the need to align tax incentives with the EU acquis, particularly with state aid rules, transparency standards, and the principle of tax neutrality. Special attention is given to supporting SMEs and restoring entrepreneurial activity in war-affected regions. The practical significance of the thesis lies in the applicability of its findings for the development of tax reforms, optimisation of tax administration, and design of business-oriented incentives. The proposed recommendations may contribute to a more predictable and transparent tax environment, strengthen fiscal sustainability, and support the economic recovery and long-term growth of Ukrainian businesses.
