Abstract

Актуальність дисертаційного дослідження обумовлена тим, що становлення інформаційного суспільства є одним із визначальних процесів сучасного розвитку, який істотно впливає на характер функціонування політичної системи, зміст державного управління, механізми суспільної комунікації та форми взаємодії між владою і громадянами. Поширення цифрових технологій, зростання ролі інформації, розвиток електронних послуг, мережевих комунікацій і нових каналів для політичної участі, спричиняють не лише технічні або організаційні зміни, а і глибокі трансформації, які охоплюють структуру держави та методи реалізації політики.The relevance of this dissertation stems from the fact that the emergence of the information society is one of the defining processes of contemporary development, significantly influencing the nature of the political system’s functioning, the substance of public administration, the mechanisms of social communication, and the forms of interaction between the government and citizens. The spread of digital technologies, the growing role of information, the development of e-services, network communications, and new channels for political participation are causing not only technical or organizational changes but also profound transformations that encompass the structure of the state and methods of policy implementation.
