Механізми взаємодії влади та громадськості у вирішенні сучасних проблем інклюзії в Україні

Abstract

У дисертаційній роботі вирішено актуальне науково-практичне завдання щодо вдосконалення механізмів взаємодії влади та громадськості у вирішенні сучасних проблем інклюзії в Україні. В обґрунтуванні актуальності теми дисертаційного дослідження зазначається, що в умовах сучасних викликів, війни, внутрішнього переміщення населення, зростання кількості осіб з інвалідністю та ветеранів, інклюзивний розвиток стає стратегічним пріоритетом системи публічного управління. Забезпечення доступу до послуг та участі громадян у прийнятті рішень потребує вдосконалення механізмів діалогу влади і громадськості, адже саме партнерська взаємодія, контроль і спільні ініціативи формують стійкі інклюзивні практики та зміцнюють соціальну згуртованість громад. Відзначено, що євроінтеграційний курс України, який передбачає впровадження європейських стандартів інклюзії, соціального захисту та активної участі громадськості у публічному управлінні, також підкреслює стратегічну важливість діалогу між владою та суспільством, що формує інклюзивне середовище.The dissertation research solves a relevant scientific and practical task related to improving the mechanisms of interaction between government authorities and the public in addressing contemporary issues of inclusion in Ukraine. In substantiating the relevance of the dissertation research topic, it is noted that under the conditions of contemporary challenges, war, internal population displacement, and the growing number of persons with disabilities and veterans, inclusive development is becoming a strategic priority of the public administration system. Ensuring access to services and citizens’ participation in decision-making requires the improvement of mechanisms for dialogue between government authorities and the public, since it is partnership-based interaction, public oversight, and joint initiatives that shape sustainable inclusive practices and strengthen the social cohesion of communities. It is noted that Ukraine’s European integration course, which предусматриває the implementation of European standards of inclusion, social protection, and active public participation in public administration, also emphasizes the strategic importance of dialogue between the authorities and society in shaping an inclusive environment.
