Публічне управління регіональним розвитком в умовах децентралізації влади

Abstract

Дисертація присвячена актуальній науковій проблемі формування ефективної системи публічного управління регіональним розвитком в умовах децентралізації влади. Актуальність теми зумовлена необхідністю забезпечення збалансованого розвитку регіонів України в контексті адміністративної реформи, перерозподілу владних повноважень та ресурсів на користь територіальних громад, а також потребою пошуку нових управлінських підходів у відповідь на глобальні виклики, структурні трансформації та загрози територіальній цілісності держави внаслідок військової агресії. У дисертації здійснено теоретико-методологічне обґрунтування та розроблено практичні рекомендації щодо вдосконалення публічного управління регіональним розвитком в умовах децентралізації влади. Комплексний характер дослідження дозволив запропонувати системні рішення щодо модернізації нормативно-правового, інституційно організаційного, фінансово-економічного та інформаційно-аналітичного забезпечення публічного управління регіональним розвитком, спрямовані на посилення конкурентоспроможності регіонів, забезпечення їх сталого розвитку та підвищення якості життя громадян. Досліджено еволюцію теоретичних підходів до публічного управління регіональним розвитком від централізованого державного управління з домінуванням галузевого підходу до багаторівневого врядування та стейкхолдерської співпраці з акцентом на територіальний вимір розвитку. Проаналізовано трансформацію парадигм регіонального розвитку: від неокласичних моделей, що базуються на автоматичному вирівнюванні через мобільність факторів виробництва, до теорій кумулятивного зростання, які визнають можливість посилення нерівномірності розвитку, і далі до сучасних концепцій ендогенного розвитку, розумної спеціалізації та територіальної згуртованості, які наголошують на мобілізації внутрішнього потенціалу територій та синергії різних політик. Встановлено, що децентралізація як процес перерозподілу владних повноважень, ресурсів та відповідальності трансформує сутність та інструментарій публічного управління регіональним розвитком, ставлячи в центр управлінської моделі принципи субсидіарності, партнерства та інклюзивності. Обґрунтовано, що ефективна система управління регіональним розвитком в умовах децентралізації має забезпечувати оптимальний баланс між централізацією та децентралізацією, поєднуючи автономію місцевого самоврядування з координацією політик на національному рівні. Систематизовано методологічні підходи до дослідження публічного управління регіональним розвитком в умовах децентралізації з акцентом на інтеграцію системного, синергетичного, інституційного та ситуаційного підходів. Це дозволило концептуалізувати регіони як складні просторові системи, що характеризуються самоорганізаційними властивостями, перебувають у постійному процесі нелінійного розвитку та адаптації до динамічних змін середовища, структуруються за рахунок формальних та неформальних інститутів. Запропоновано методологію оцінювання ефективності регіональної політики з позицій управління за результатами, що передбачає зміщення акцентів з ендогенних параметрів якості управлінських процесів та процедур на показники екзогенної результативності управлінських впливів у розрізі ключових проєкцій регіонального розвитку. Обґрунтовано доцільність використання збалансованої системи показників як інструменту операціоналізації оцінювання результативності, яка інтегрує кількісні та якісні індикатори соціально-економічної динаміки територій, інституційної спроможності систем врядування, ефективності використання ресурсного потенціалу та перспектив інноваційного розвитку регіонів.The dissertation is devoted to the urgent scientific problem of forming an effective system of public management of regional development in the context of decentralization of power. The relevance of the topic is due to the need to ensure balanced development of the regions of Ukraine in the context of administrative reform, redistribution of powers and resources in favor of territorial communities, as well as the need to find new management approaches in response to global challenges, structural transformations and threats to the territorial integrity of the state as a result of military aggression. The dissertation provides theoretical and methodological justification and develops practical recommendations for improving public management of regional development in the context of decentralization of power. The comprehensive nature of the study allowed us to propose systemic solutions for the modernization of regulatory, legal, institutional, organizational, financial, economic and informational and analytical support for public management of regional development, aimed at strengthening the competitiveness of regions, ensuring their sustainable development and improving the quality of life of citizens. The evolution of theoretical approaches to public management of regional development from centralized state administration with a dominant sectoral approach to multilevel governance and stakeholder cooperation with an emphasis on the territorial dimension of development is studied. The transformation of regional development paradigms is analyzed: from neoclassical models based on automatic equalization through the mobility of production factors, to theories of cumulative growth that recognize the possibility of increasing uneven development, and further to modern concepts of endogenous development, smart specialization and territorial cohesion that emphasize the mobilization of the internal potential of territories and the synergy of different policies. It is established that decentralization as a process of redistribution of power, resources and responsibilities transforms the essence and tools of public management of regional development, placing the principles of subsidiarity, partnership and inclusiveness at the center of the management model. It is substantiated that an effective system of regional development management in the context of decentralization should provide an optimal balance between centralization and decentralization, combining the autonomy of local government with the coordination of policies at the national level. Methodological approaches to the study of public management of regional development in the context of decentralization are systematized with an emphasis on the integration of systemic, synergistic, institutional and situational approaches. This allowed us to conceptualize regions as complex spatial systems characterized by self-organizing properties, in a constant process of nonlinear development and adaptation to dynamic environmental changes, structured through formal and informal institutions. A methodology for assessing the effectiveness of regional policy from the perspective of results-based management is proposed, which involves shifting the emphasis from endogenous parameters of the quality of management processes and procedures to indicators of exogenous effectiveness of management influences in terms of key projections of regional development. The feasibility of using a balanced scorecard as a tool for operationalizing performance assessment, which integrates quantitative and qualitative indicators of the socio economic dynamics of territories, institutional capacity of governance systems, efficiency of resource potential use, and prospects for innovative development of regions, is substantiated.
