Стан та перспективи розвитку недержавного пенсійного страхування в Україні

Abstract

У кваліфікаційній роботі розглянуто теоретичні засади, інституційну структуру та сучасний стан недержавного пенсійного страхування в Україні. Актуальність теми обумовлена зростаючим демографічним навантаженням, обмеженими можливостями солідарної системи та потребою формування стійких довгострокових інвестиційних ресурсів. Недержавне пенсійне страхування розглядається як важливий елемент трирівневої пенсійної моделі, що сприяє підвищенню фінансової безпеки та рівню соціального захисту громадян. У роботі узагальнено теоретичні підходи до визначення сутності та функцій недержавних пенсійних фондів, розкрито їх роль як інституційних інвесторів. Проведено аналіз динаміки кількості недержавних пенсійних фондів, структури активів, складу учасників та результатів інвестиційної діяльності. Виявлено ключові проблеми розвитку: низьку довіру населення, обмежені можливості інвестування, недостатню цифровізацію, нормативні обмеження, слабку участь роботодавців і низький рівень фінансової грамотності. На основі міжнародного досвіду сформовано напрями підвищення ефективності системи.The qualification thesis examines the theoretical foundations, institutional structure, and current state of non-state pension insurance in Ukraine. The relevance of the topic is driven by the increasing demographic burden, the limited capacity of the solidarity pension system, and the need to form stable long-term investment resources. Non-state pension insurance is considered an important component of the multi-pillar pension model, contributing to the enhancement of financial security and the level of social protection of citizens. The study generalizes theoretical approaches to defining the essence and functions of non-state pension funds and reveals their role as institutional investors. An analysis is conducted of the dynamics of the number of non-state pension funds, the structure of their assets, the composition of participants, and the results of investment activities. Key development challenges are identified, including low public trust, limited investment opportunities, insufficient digitalization, regulatory constraints, weak employer participation, and low financial literacy. Based on international experience, directions for improving the efficiency of the system are proposed.
