Кращі європейські практики гендерного бюджетування та можливості їх застосування в Україні

Abstract

У статті проведено узагальнення та систематизація закордонного досвіду та виокремлення з нього кращих практик гендерного бюджетування. Результатом стало встановлення факту, що для тих країн, які використовують гендерне бюджетування, воно є частиною ширшої системи забезпечення гендерної рівності або гендерного мейнстримінгу. У галузі гендерного мейнстрімінгу Швеція є однією з країн-лідерок, відповідно шведську модель стратегії досягнення гендерної рівності, що складається шістьох: елементів можна запровадити в Україні. Вона надасть системність гендерно-чутливим проєктам, визначить напрямки подальшого розвитку. Корисним для України може бути розробка грунтовної нормативноправової бази, а також методологія гендерного аналізу, що базується на реальності, репрезентативності, а також ресурсах та результатах. Головним здобутком Іспанії є виведення гедерного мейнстріму поза межі політичного процесу. Це дає змогу зробити процес досягнення гендерної рівності незворотнім та уникнути політичного популізму.

The article summarises and systemises international experience and identifies the best practices of gender budgeting. More and more European countries are using gender budgeting. Countries recognise its value in raising awareness of how budget proposals affect gender equality. The benefits of gender budgeting include a better evidence base on which to make informed decisions about resource allocation, a budget that is more effective in closing gender gaps, and a better understanding of the impact of the budget on different groups in society. The result was the establishment of the fact that for those countries that use gender budgeting, it is part of a broader system of ensuring gender equality or gender mainstreaming. Gender budgeting is a component of a larger framework for gender equality or gender mainstreaming in the nations that adopt it. Gender budgeting may occasionally be seen inside a performance budgeting paradigm. It is utilized on a modest basis in certain European countries, like for ministerial budgets. The implementation of gender budgeting varies throughout the countries that have adopted it. While some have been utilizing gender budgeting for a longer time and are currently working to improve documentation and implementation, others are using pilot projects to track the benefits of the practice. These nations frequently think of other areas in which resultsbased budgeting might be implemented. Sweden is one of the leading countries in the field of gender mainstreaming, and the Swedish model of a sixelement strategy for achieving gender equality can be implemented in Ukraine. It will give systematicity to gendersensitive projects and identify areas for further development. Ukraine could benefit from the development of a solid legal framework, as well as a methodology for gender analysis based on reality, representativeness, resources, and results. The main achievement of Spain is the removal of the gender mainstream from the political process. This makes the process of achieving gender equality irreversible and avoids political populism. The fact that gender budgeting offers a clear summary of gender issues and the effects of policies on gender equality is one of the benefits cited by nations that have adopted it. It's also mentioned that it increases budget transparency.
